Carlton Hoy

Senior Associate, Project Management

Carlton Hoy comes from an international background, having studied both at the University of Toronto (earning a BASc,/MASc in materials and mechanical engineering) and University of Tokyo (earning a PhD in bioengineering). This diverse background cultivated his passion for developing and circulating state-of-the-art medical technology within the global market. His research background focused heavily on medical devices, in particular on interactions between biological specimens and polymeric materials. Carlton has published several peer-reviewed articles on these topics. 

Carlton's career in biomedical technical and regulatory specialization has provided him with experience in managing projects within the clinical trial submissions and start-up, regulatory approval, post-marketing distribution and quality management fields. He has helped North American, European and Asian biomedical companies of various sizes to successfully penetrate the Japanese market. His expertise is primarily focused on technical, quality and regulatory based liaison activities to support clients in navigating complex Japanese regulation policies. Within MCRA Japan’s Project Management team, Carlton engages with clients directly to better understand their needs, and then translate them to Japanese regulation landscape.
